How to start a home based Private investigation/skip tracing business?

I work for a private investigation company, and found out husband and wife employees have a criminal record?

The husband just received his investigation liscense, and has a criminal past of grand theft and assault resulting in great bodily injury. The wife has a history of DUI’s and grand theft as well. They are also both in court right now for a telemarketing scam that they scammed people out of more that $25,000. The wife is somewhat an assest to the company, however the husband, the company can do without.
